The Decline of the Census in the 17th Century
The bills seem part new service and they seem part health measure for the public. They're increasingly compromised as a useful data source because of this thing of their only Anglican burials. But also by the late 18th century, you're getting a lot more interest in statistics and demography to count the population. I think the bills are really not serving a useful purpose. The fact that it's not any longer underpinned by serious interest in what they contain must be undermining it.
