What Is the Theory of the World Economy?

There was a great reluctance of countries to break free of the power of the banking sector. So essentially the United States if it didn't have all the money at least it had all the credit and without really giving any money to Europe it said well we've given you arms and now you have to pay. How are you going to earn the dollars in order to pay the inner allied debts? Well they said we'll collect it from Germany but how would Germany paying the dollars?
