Powell was a minister in conservative government at the time. He wanted to re-energize England's national character, which he thought had been lost by the imperial project. Powell tried out various versions of talking about patriotism and so on to try and create this kind of sense of working class nationalism that would be underpinnings of his neoliberal project. But for him, as he puts it, skin color is like a uniform. It's not relevant to your kind of cultural identity; you can't get around it.
