The Monopoly of Violence and Rule of Law, Isn't It?
If you want to keep up in the economy, you have to adapt this sort of defection. So that so what i think you call like really adactive typ becomes obliga obligatory. We solve problems nationally with a monopoly of violence and law. But as soon as we deal with international issues, there is no ability to do rigorous enforcement. The market arms race, they're build, they're going to get first move or advantage. Silicon valles, move quickly and break things, deal with it later. It's mal adaptive because people who are more focused on upside game than avoiding reason.
