Is This Where Joel Calls for the Priests to Fast?

In verse 14, sanctify ye a fast and call a solemn assembly. That just means a gathering that call everybody in. Call in anybody who will come and gather the elders and the inhabitants of the land into the house of the Lord your God and cry into the Lord. So at this stage, it's a call to come to the temple and again participate now in a fast.
