Is There a Need to Know I'm the Head of Intelligence for the Joint Chiefs of Staff?

This Admiral recognized one of those compartments and so he contacted them and said, I am Admiral Tom Wilson, I'm the head of intelligence for the Joint Chiefs of Staff. And he was told, sir, you don't have a need to know. He realized there really was a sort of subterranean, literally and metaphorically, covert programs that were running off out of his control.
