Hannibal Barker's Army Is in Poor Condition
Hannibal's army is rung out, it has given its all to destroy a Roman army. It's very difficult killing 15,000 people in a day. But also Hannibal's had a very difficult two years. Once he gets to the Adriatic Coast, he re-equips his army with Roman equipment. I don't think that means that he retrains his army to fight like Roman legions but not necessarily training to use the Pelum.
