Are Storyboards a Part of the Storyboarding Process?

When you go on a location scout, you've got a list of locations that you're seeing. Do you have any say in those locations before or is it the production designer that's gotten the choice together? Usually I usually have been involved in that. So when you are going to look locations, you've been part of the choice of which ones you see. And generally are the storyboards done before looking at locations or after? Sometimes they like to have it in their minds and then you're looking for something very specific to match the storyboards really.
