Housework is also endogenous to our normative expectations and the underlying idea or at least as i understand it is women performing their subservience to male dominance that women doing things for men. Even if piped water supply for example would be able to reduce the absolute time burden of housework, development doesn't change the underlying cultural ideal that women are performing sub servience to men.
