Ivan Florio: I think the bill addresses some of the same issues that we were focused on back in the late 80s as far as protecting the defense industrial base, critical technologies and addressing issues related to minority investments. The outbound investment piece and the joint venture piece is something that I'll focus on today because while it's taken out of the Siphias process, I think a process that enables DOD to weigh in heavily on critical technologies with commerce and BIS will be interesting for people who are structuring joint ventures. And then I'll end with this last piece, which is we've been struggling since the passage of PNTR for how do we develop a mutually beneficial business
