In hindsight, the omission of the bill of rights turned out to be a major unforced error for proponents of ratification. But for whatever they had never drawn one up and weren't about to do it now at the last minute. A few delegates thought, for example, that george mason's push to tack one on was just a stall tactic to torpedo the whole project. So they ignored the issue and signed the damned thing on september seventeenth, 17 87 - so they could all go home.
