Is Consciousness More Like Chess or the Weather?

We can always simulate any system using computers so we can use information processing as human observers to simulate anything that's certainly true. But is consciousness the kind of thing for which simulation is the same as instantiation and does simulating it bring it about? I think there's good reasons to think that consciousness does depend on the stuff that brains and bodies are made out of. And this applies all the way down to the level of individual cells even that have to keep themselves going. So there's no in living systems.
