i would speculate that it helped suppress conflict and keep things more in place for a few years longer. There have been strikes, or serious threats of strikes, or new unions formed in other service industries like education and health care. And i would suggest that the same sort of thing is at work now. That it may seem as if the pendemic somehow disrupted the order of things that were in place. It was on its way to falling apart before the war began.
