What's the Value of Incentives for GPs?

Task force report suggests incentives for medical practitioners to have long-term relationships with patients. The doctors' groups want to set up a system of, it's very sort of technocratic, the voluntary patient enrollment. This will be of particular value to some groups in the community more than others. Older Australians will particularly value that - they go to GPs obviously more.
