states can change the way that Bitcoin is taxed at the level of state income tax if you're in a state that has income tax. Arizona does so as part of that I haven't read the bill they absolutely could change the way Bitcoin is taxed there. There are other custodial Bitcoin IRA products which don't allow you to have any control over your keys and one of them recently just had its Gemini account hacked. It remains to be seen whether they'll be able to be made whole right because obviously there's no FDIC insurance on Bitcoin or SIPC insurance on Bitcoin when it's held in that manner.
