Why You Shouldn't Write Tests in Web Development Shops

The code in web development shops almost never has code comments or any natural language explanations of its intended purpose. And this is a major problem, in my opinion. You are left inferring what code is supposed to do. I absolutely believe tests are super useful. It can definitely help with this situation. But there's two things: One, not everything is always covered by tests.
