West virginia is past great school choice legislation. We've got so used to the way education has been monopolized and run by the government that it's hard to imagine another way to do it. If you don't like something in the grocery bag, not a big deal. All you have to do is show up to a bunch of board meetings or go and lobby your state legislature for change.
