I definitely think after this episode, I think he's the one in charge calling every shot everywhere. There was no better time for Bernard to take power than when Holston goes outside. He is literally power hungry over the entire silo and also on hindsight, it makes perfect sense now that Bernard wasn't charged. Because Meadows was never involved in those big those big head meetings, you know what I mean? Where it was always the sheriff Bernard and Sims.
