Is Batch Validation a Priority?

Batch validation is really just an optimization on the Revifier side. It doesn't require any soft fork or protocol change. There actually is a PR open against Lipsack P that implements the batch validation at the low level. But yes, the reason why it hasn't been a priority to work on is simply it doesn't make sense until there is significant adoption.
