The History of Stalking in California
In the 1970s, stalkers were pretty much free to do what they wanted. Only when they physically harmed someone was police really able to do anything about it. It wasn't until 1994 that the driver's Privacy Protection Act was introduced in California. The Visalia Ransacker ransacked over 90 homes between 1974 and 1975. He shot dead a teenage girl as he tried to kidnap her from her bed. A few months later an East Area Rapist attacked six hours north of Sacramento. By 1977 it was clear there were some similarities between the two crimes. They both committed hot-brow burglaries at times during the night. Both men had physical descriptions like white males in their 20s
