Ruben Navarrette: Some conservatives are pushing for enormous private school voucher programs. He says the idea is that, you know, like Iowa and Arkansas they have for private school tuition. But at the exact same time, these states are also encouraging kids to leave the public system into a completely unregulated private system he says.Navarrette: Both of those moves either work to weaken what the right refers to disparagingly as the civil rights regime or they move kids out from it entirely.
