Captain Cheep believes if they can rebuild this boat, they should sail north toward where there was a Spanish settlements who at that point were Britain's enemy. Bokely has a completely different vision and decides the only way they're ever going to survive is to actually sail in the opposite direction away from the Spanish. And his argument is we are in a state of nature and the old rules don't really apply and we have to come up with our own rules.
