The Russians and the Ukraine

The Ukraine is the problem here, because they do not have total control over their narrative. Zelensky could flip in a heartbeat. And the other problem they have is the Russians. The Russians could uncover something, or probably are tracking something, and could expose the whole opera - just like they did with BioLabs.
