At COP 28 in Dubai next year, they're going to pick up from where COP 27 left off funding the loss in damage mechanism is going to be a big deal and getting the $100 billion for the international climate finance program. And then mostly also just more language, probably more nudging, more pressure on fossil fuel producers to have stronger language on phasing out fossil fuels. One of the big contentious issues here has always been the words phase out versus phase down. Phase down implies reduction, but phase out means eliminating entirely.
In a UN-brokered agreement, more than 190 countries agreed to pay for “loss and damage” caused by climate change. But determining who owes what — and for what and to whom — will be a real challenge.
