The Complex Intersection of Personal Relationships With Government

There is a greater opportunity for buying influence where you have scale. If we then go to the smaller granting mechanism, you can have a great deal of influence but then it has to be married with this personal engagement. And I think there are some good examples of this in the area of civil society engagement. There is also, of course, examples of grant schemes that have gone quite badly awry. But they don't work or the structure hasn't been well designed.
