The Politics of UBI

How would you propose getting this UBI money to people who aren't connected to the tax system, like the homeless? So, wouldn't non-citizens just not yet? I'm trying to think of the politically correct word for illegal aliens. Especially if that's the price to be paid for open borders. As for the homeless, again, homelessness is to at least a larger extent than people appreciate a problem caused by government.
