Is There Dissimilarity Between Other Types of Political Systems?

In the chinese system, it's much more about centralization. How you approach people on the capital hill is all part of that. But that's all within an institutional framework. It has been pretty well defined. Obviously, over the last four years we've had a good bit of norm breaking and that is truly something, i think, exceptional to the american system.
