The second system syndrome is a tendency to over design the second system using all the ideas and frills that were cautiously sidetracked on the first one. Ovid was like, this thing is a giant pile of garbage that we can't rewrite. For example, consider the IBM 709 architecture later embodied in the 70 90. It can be done successfully, but you have to proceed cautiously with a lot of curiosity about the past.
