Are You Ready to Allow a Hundred of Guilty People to Go Free?

Out of a population of a hundred thousand, you've got more than 17 people that need some mental health help. The question here is, would you like to have a hundred guilty people go free in order to get one innocent person from getting stuck in a place like that? And so the fact that we've shut down these types of institutions to send people that need help is wrong. San diego has a pretty bad homeless problem, depending on where you go. A lot of em are not mentally there. You can tell, you can look at em for five seconds and you can tell that they have some kind of mental isu going on.
