Is There a Trade-Off Between China and President Bush?

The Bush administration was deeply engaged in Asia and with Chinese leaders. I don't think there was another bilateral relationship in which the president had as good a feel for the full dimensions of than the one he did in the US-China relations. It's interesting to see how, for every meeting where there was an opportunity to raise a commercial thing, it would balance it with an issue regarding Tibet or religious freedom.
