In August 1962, the Kennedy administration issued N-Sam 181 which basically prefigures what becomes the Cuban Missile Crisis. William Harvey comes up with this plan B plus AKA stepped up course B or alternate course B that calls for upping the CIA personnel to over 600 and launching five submarine missions a month. The fact that these operations continue are really the reason for the Cuban Missile crisis.
