"It must be one of the best appraisals of Myanmar in quite a few years since very comprehensive and it just kind of brings all the pieces together is very illuminating for me," he says. "My takeaway from the talk was the diminishing returns. You can wield sanctions only sparingly and increasingly they backfire."
