Can Mexican Airlines Open Up New Routes to the US?

A Japan Airlines flight that was flying from Tokyo to Fukuoka, NIST curfew. There was poor weather in Tokyo and they had to do an aircraft swap. The plane took off late and couldn't make the 10 o'clock curfew. And then they didn't have enough fuel to divert all the way back to Tokyo straight away. So not a long flight by any stretch of imagination, but super annoying.
