The Emperor Norton's Decree to Abolish Congress

Emperor Norton was very concerned about the deteriorating condition of the United States. He issued another decree less than a month later on October 12 and it indicated that he was taking dramatic action to help his adopted homeland. The Emperor used his authority to abolish Congress, and to take the most effective steps to deal with the crisis he ordered representatives of all interested parties to gather in San Francisco on February 1, 1860.
