What Can Legislators Do?

Clark Neely: We should not let anybody off the hook here. He says a system that is premised on the notion that nearly everybody can be induced to condemn themselves is grotesque. The first and most important thing they could do, he says, would be to create a trial lottery for plea deals. And then judges could advise jurors that they have the ability to acquit against the evidence of jury nullification.
