There's not really a moment when there isn't severe partisanship in american politics. The founders knew they were a bunch of guys who were trying to make it up as went didn't agree. And by making them perfect in that way, were defeating what they did with the government. It wasn't supposed to be something perfect and wonderful. It was meant to be something that relied on the citizens to make it go.
