Mutations Are Dependent on the Context
Not all of the mutations have effects on the phenotype under all circumstances. It's an idea called robustness. If there is a perturbation, both either genetic or or also environmental, that there is no the pinotype is buffered. The advantage this might bring is that when you change context, thuse, those mutations might actually become visible. Only then, they are also selectable.
