In the sequel to her book 'The Origins of Political Order' she looks at how power and violence have some connection, but that it's by no means a direct connection. She says governments that rely entirely on violence tend to be really weak. And so in North Korea they need this sort of intense police state which as almost all their effort is kind of internally motivated. The new left is in part mistaking a means for an end according to Ms Merton.
