In 1949, the Fourth Geneva Convention was adopted. An effort was made to include a clause that would outlaw the indiscriminate attacks on civilians. The United States of America, to this day, is not a signatory to that protocol. And I think that what is true now of international sentiment on that applies throughout history. It's applied certainly 2,500 years ago when Thucydides thought about something rather parallel,. That kind of message. Thank you very much indeed.
