Is There a Nash Equilibrium in Poker?
If you analyze poker from a very mathematical lens, then bluffing emerges naturally. Mathematically, it is optimal to bluff in those situations. It's no different than betting when you have a strong hand. Both are just trying to make as much money as possible.
