The Imperial Navy and the Army - What's the Difference?
It's certainly true that the Imperial Navy had a more cosmopolitan outlook than the army in many respects. Edajima did maintain this policy of sending everyone on overseas training missions after graduation until the outbreak of World War II. It's also true that there were several highly placed leaders within the Imperial Navy who opposed war with the West pretty much down to the last minute.
