The Dilemma of Nehru and Modi in Kashmir
Nehru was shocked by what happened in Hyderabad later because his calculation was that we use force as late as possible only if pushed into it. Nehru had to keep into account that like for example, at one point in your book you mentioned about how when you know the mechanics of a plebiscite in Kashmir were being discussed. I think what you did not want to do was to take any step which further legitimized this claim just because Pakistan has been created on as a homeland for the Muslims of the subcontinent so to speak.
