All the major European powers in first part of 20th century tried to deal with dependence on foreign oil. They all failed, Germany obviously went down a very catastrophic road under Nazis but British and French were not able to turn their empires into empires that could solve their energy problems. Britain though kind of hung on in there through the Second World War in the Middle East.
