The Debt Ceiling and the House Budget

The debt is also in the news this week because the house has its budget that it wants to put forward. It has said it will agree to debt ceiling increase if there will be spending cuts. And so they seem to be fighting over this Joe Biden, I guess is going to veto it if they ask for spending cuts. Who wins this standoff here?
