The idea of how can you make people feel themselves european has been tried and tested since the 1970s roughly. In almost all individual cases citizens have national or regional identities which are much stronger than their european identity. There is a whole sort of war of words started about precise semantic choices for instance in the chapter on the history of france when one historian wrote about fifth century goal and the barbaric invasions that took place, not to the liking of the german historian who preferred the formula of germanic invasions instead of barbarians.
