Until 1990, there was a Cold War. We lived in a unipolar world for 15, 20 years. And it's been a period of enormous Western dominance. I think that now, if you look at where things are, even before COVID, the sense that the West wasn't living up to its own promises on climate and global poverty is very real. America's ability to argue that the Russian regime should be prosecuted in respect of war crimes is fatally undermined by its own unwillingness to sign up to the International Criminal Court. The hypocrisy argument is a real argument we have to take seriously.
