Vaccines - Is It a Good Idea?

i wonder if it would be at all possible if fise could a license their manthere. I'm sure in every country around the world there is some vaccine manufacturing capability. Whywhy don't fizer or johnson and johnson have some sort of licensing agreement where maybe here in australia, we pay like a royalty or a licensing fee to fizar? i just thought i'd chuck that in because i found it interesting.
