The people of Milan decided to hit the empire where it hurt, right in their already threadbare purse. Despite making up one sixth of the empire's population, the Italian subjects contributed fully one third of the emperor's revenue. The plan was to starve Vienna of all those funds until Vienna recognized the Italians as the critical members of the empire they were.
