When ExxonMobil first discovered oil in Guyana, Dr. Troy Thomas focused on the contract. He was looking into the role that government corruption might have played in the contract. That eventually led him to file a lawsuit challenging the permits the government had given to Exxon. The law stipulates that drilling and exploration permits are only valid for five years.
