Is There a Budget for a European Mars Rover?

There's a european mars rover that currently does not have to land on mars. There is probably not hardware yet, least jake tells me there's not hardware yet. But there may be budget opening up for what was supposed to be a lander to take a rover to the service. So i wonder a thi if thee a rearranging, did they mention something in the i think they mentione something like that, but don't quote me on it.
